This is the Charter of the Erepublik World Academy union.


Introduction.

Today, 22.02.2013, eDay 1921, by the agreement of the undersigned Country Presidents, have decided to unite our ministries of education and found an international union:
Erepublic World Academy abbreviated as EWA.


Aims.

1. The Academy is created for collaboration with educational and cultural purposes, exchange of experience and mutual support in this area, respecting the principles of democracy, equality, transparency and rule of law. 2. The aim of the Academy is to promote at a global level the values and wealth of humanity, the progress and prosperity in the socio-cultural environment and national treasures of each country. 3. Proposals for the improvement of the game 4. To defend the principles enlisted in this Charter.

Functions and responsibilities.

  1. Supreme Leader

The administration & organization of the Academy is performed by the Supreme Leader.

  • At the start of the mandate, he announces CP and ME regarding the Academy.
  • He initiates the dialogue and organizes representatives of countries of the union.
  • Organizes the summits, councils & coordinates the activity and HQ teamwork.
  • Ensure the execution of global objectives of the academy.
  1. Executive Director
  • Make a plan of activities and coordinates the direct execution of projects.
  • Runs the organizational operations & develops the strategic planning of the projects.
  • Make agenda topics for the Council of Academy, organizes and manages the councils
  • He organizes meetings for the change of experience. The duration of the mandate is 1 month.
  1. Assistant - help the Leader and executive director in his tasks.

He can be the Minister of Education or another person who is doing well in this domain.

  1. Spokesman - publish decisions of the academy and the result of the summits.
  2. Representatives of each country in Academy: Country Presidents and Ministers of Education, can propose to debate any idea, proposal, suggestion, changes to the charter, set the agenda of the Council.

The Presidency.

The Presidency of Academy rotates among member state governments in alphabetic order on a monthly basis and is distributed to a coalition of three member states. The owners of the presidency can propose a candidate for the Executive Director position. This candidate is appointed if the Council approves his nomination with a ⅔ majority in a vote at the Council meeting taking place on the 7th day of each month.

The Council of Academy.

The representatives of Member states meet each month at the 7th, 14th, 21st and the 28th day in case a member state proposed an agenda topic for an exchange of experience, proposals or for creating common projects. Each member state can propose a topic for the agenda of the next regular Council meeting by informing the presidency at least 3 days before the meeting. All proposals and agenda topics are voted in its meetings. Each member state is represented in the Council by its Minister of Education or Country President. Decisions are generally taken with the approval of a majority of ⅔ or unanimity.

Membership.

  • To this union all countries were invited.
  • All countries members are by default equals.
  • Representatives of each country in the EWA are: CP and the Ministry of Education.

In order to join the EWA the potential applicant state must contact the supreme leader and accept this document as the supreme law over the constitution of his country.

Cooperation and diplomatic relations.

  • EWA is a non-military alliance.
  • Military & diplomatic situation between members of EWA - does not matter.
  • Economic situation of countries is not important.

Amendments.

All member states agree to this Charter and its supremacy over their national constitutions The government of each member state can propose amendments to any part of this Charter. The Charter is amended if such a proposal is approved by all member states.
