Feature removed?

Hi,
since there are still defense systems available on marketplace, even though they cannot be produced anymore, can we really say this is a removed feature?
For example, houses have been removed for good since they cannot be produced nor sold anymore.

I have Serbian citizenship, and there is one defense system on the market, and it can't be bought: http://prntscr.com/3avuoh . So while there are a few on the market, you can't buy them. I haven't actually seen any in the battle. Which is normal, since even I could destroy the Q5 shield with a single hit. -- Bogi | Talk 17:20, 17 April 2014 (UTC)

Citizens can't buy neither DSs nor hospitals, since it takes a presidential law for them to be bought.
