Megahack
You just need to add some text to it. For citizen pages you must have at least few sentences of textual content and a citizen template. That way the page won't be deleted. So the page will be fine if you add few lines of text to the page ;) Unprotected the page and you can now create it (the content the page had is below, just click 'show'; don't really know if that helps you much as it is old...)
