He moved to Mexico in an attempt to take over Mexico for Spain. He encouraged the Mexican Congress to declare war on Spain, thus starting the Ibero-American War.
His plans for a Spanish empire was thwarted externally by the entrance of Portugal into the war and internally by the Goons refugees.
