User-created position

Minister of Welfare (MoW) is a user created position selected usually by the President. They lead the Ministry of Welfare, which is tasked with handling two major areas of the state: health, and jobs. They run the state owned companies, monitor the job market, and issue reports on the labor force, while also handling food and moving ticket distribution for the needy.
