Retreat

I am looking for something explaining exactly how retreating works. It has gotten a bit vague now and I think there should be some page for it. I dont know if it should be added here or does it deserve a seperate page. Also, does anyone know how it works exactly? I mean can the president retreat when the country is being attacked?
