The message is sent by the President of the country the player is born in. If the citizen is born in a conquered region, he will get the message of the citizenship country.

The President proposes a low in the shape of a text that will be used as that message. The Congress members must agree on it and is required an absolute majority (50% + 1) for the law to pass.

Only the President of the country has access to the current message, through the tab Administration in the page My country, in the form field of that law proposal.
Every other citizen (including Congress members) can view it only by reading the latest passed law of that New citizen message.

Previously, the new citizen message was known as the welcome message.
