Congress

Voting System

  • Any member of Congress may propose legislation. Congress may recommend a proposal with a two-thirds majority. Any proposal recommended in this manner may be rejected by the President. Should a bill be rejected, it must again pass through congress and receive a two-third majority to override the rejection. The president must propose any bill recommended by the majority of Congress determining on these two cases.
  • Every in-game law proposal shall be based on a discussion in the German National Forum. A Congressperson proposing a law in-game shall include a link to the forum discussion in the proposal. All Congresspersons shall vote ‘No’ on all in-game law proposals which have not been announced and discussed in the German National Forum. Proposals received from foreign sources and donation proposals to the Bundesbank are the only exception to this rule.
  • After a discussion period of twenty four hours, a poll will be imposed. After a polling period of twenty-four hours, the proposal will be considered accepted/rejected depending on the majority of the vote.
  • A vote is deemed accepted when two-thirds of votes are in favor of the proposal during the twenty-four hour polling period.
  • A vote is deemed rejected if less than two-thirds of active congresspersons on the National Forums vote in favor of the proposal during the twenty-four hour polling period.

Forum Organization

  • The Congress forum will have four sub forums. These sub forums include Congress Discussion, Vote In Progress, Laws of Germany, and Off-Topic Discussion.

Responsibilities of Elected Officials

President

  • Any citizen cannot be considered a viable candidate for the presidency unless they have been proven to be active for ninety days. If any citizen becomes the president candidate of a political party, but is below the ninety day age requirement, they will not be recognized as a viable candidate for presidency.
  • A viable candidate for the presidency must be a citizen of Germany. Any person who is present on the ballot, but has not been in Germany for more than thirty consecutive days is not eligible to obtain the office of President.
  • A citizen may only serve as president of Germany for two consecutive terms. They will not be allowed to candidate for president a third consecutive term unless a three-fourths majority of Congress are in favor of allowing the candidate to serve as president a third time in a row.

Citizen Rights

  • A ‘citizen’ is defined as a person who has been born in Germany or has lived in Germany for thirty days.
  • All citizens of Germany are considered equal in worth. No resident shall ever be denied his right of free speech, regardless of its content. Furthermore, it is the duty of the German Government to protect and defend the right to free speech of its citizens, regardless of foreign interests.
  • This constitution shall be considered a regulatory document, not a permissible one. As such, any and all rights not specified in this constitution are considered to be rights of the people unless legislated by the appropriate authorities.

Abolishment, Addition, Amending, and Following of Laws

  • All descriptor information as specified in the ‘Governmental Structure Bill of July 2009’ will be binding to all Citizens, Congressperson, and Administration personnel. Abolishment, addition, and amendment regarding current or future descriptors will be received consenting a three-fourth majority congressional vote.
  • All rules as specified herein shall be binding to all Citizens, Congresspersons, and Administration personnel. Abolishment, addition, and amendment regarding current or future laws and rules will be received consenting a three-fourth majority congressional vote via voting procedures found in section one of this constitution.
