Until October 2008, Congressional Elections were held as part of the general elections which included both Presidential & Congressional Elections and they were held on the 1st of each month. From October onwards, the Congressional elections were held individually on the 25th of each month.

In all Congress elections in 2008, citizens voted for individual Congress candidates.

Unfortunately, not a lot of data is known from this period due to the in-game change of the political module which lost a lot of stored data.
