Blair Kelly was a citizen of Ireland, born on the Friday, 13th February 2009, Day 451 of The New World.

Phoenix International Corporation
On the 1st of April 2009, Phoenix Int was founded and funded by Blair Kelly. Phoenix International's headquarters is located in the capital city of Dublin, Ireland. The organization owned subsidiaries including an Iron company abroad in Podolia, Romania, called Phoenix Int Iron. This weapons company produced and sold Q1 Iron on the raw materials market in Romania and to private buyers.

He was enrolled in the Irish Defence Forces in the 1st Semi Mechanised Division. He has been involved in combat as of the 6th May 2009, when the President of Ireland declared war games on the United States. Since then, he has been involved in such war games.
