In 2012, Congress elections were held on the 25th of the month and Congress was inaugurated one day later - on the 26th. Until September citizens voted for an individual party Congress candidate in a certain region and from September citizens voted for the national party list instead of individual candidates. Some data (about region representation) was lost due to changes in the in-game political module.
