He represented Venezuela, as Ambassador and Special Counsellor to the Venezuelan Minister of Foreign Affairs, in the InterCon (InterContinental Summit) held on November 2, 2010, and organized by the UK Ministry of Foreign Affairs.

He was appointed as Venezuelan Minister of Foreign Affairs on December 6, 2010 by the then-President James Ivy, but he resigned on December 12 due to a rift between him and some members of the Cabinet about handling of diplomacy.
