After a Congress vote in the eUK forum, London was given the UK's first Q3 hospital in March 2008. Shortly after-wards, this was upgraded to a Q5 hospital.

London Council
There have been several SOs and Organizations created to help run London. One of the most notable was the London Council, originally formed by Piperbunny, which consisted of a team of Londoners willing to help aid the Mayor (back in Beta version) in gifting and updating on citizens information.
The Organization of London Council served more as a figurehead for the group. The council consisted of the mayor of London and few councilors selected by the mayor after reviewing their applications. The councilors helped the mayor basically filter out who would received gifts and who would not depending on their activeness in work/training and their wellness. Without the councilors help, it would have been tremendous amount of work for the mayor due to the massive population London had. Also during the Beta, London Council was regularly used for one foundation towards becoming mayor.
London Council itself was used as foundation for mayors around the United Kingdom. As London Council showed it effectiveness and political platform for citizens as days gone, several mayors started to mimic the council and made council for their own cities.
The London Council was organized mainly through Google spreadsheet. On the spreadsheet, there would separate sheet represents different wards in London. At each ward, a councilor would be responsible for monitoring it and update on citizens wellness and activeness. Councilors were required to have their sheet update by Saturday or Sunday, so the mayor would be able to gift those citizen that deserved it. Also, the mayor would periodically update councilor's sheet with new citizens.
Before V1, the London Council came to a halt with an election that brought an inactive mayor to the council. Stan Wephen the previous Mayor of London and head of London Council would try to help keep council afloat, but to no avail. As V1 launch, all the necessary features need to filter those who would be gift and not was either removed or modify to annoying lengths, which gave the final nail to London Council, but also to all City run councils, especially Bristol Council.
