The title Speaker is usually related to the Congress, awarded to the most established member of the current composition.

Traditionally, the Speaker is elected by internal voting process of the members of the Congress itself.

The role of the Speaker is to implement law and order in the very Congress. As one of the roles is leading the meetings and having a final voting right in tight voting processes.

If the Speaker is unable to be present on a meeting, the Deputy Speaker takes his place, gaining temporary Speaker-like power.
