Discussions about changing the structure of the Armed Forces of the Philippines were abundant since the changes in Version 2 of the game. P.U.M.A. is open to all military organizations located within the nation of the Philippines

The council will be composed of a single representative from their respective military organizations

The council will be headed by a single Chairman `The chairman must be voted by the council by a majority vote `Each council member has ONE vote `The chairman will have a lifetime term or until he/she decides to resign

The President of the Philippines will have a seat in the P.U.M.A. Council `The President will act as Vice Chairman to the P.U.M.A. `The President will have ONE vote

The President may appoint a Commander to the Armed Forces of the Philippines (AFP) without a vote. `The council can move to kick the appointed commander if the commander is deemed incompetent for duty. `The council can move to kick the appointed commander if the council if they are able to display evidence of grievances
