Until September 2008, Presidential Elections included both Presidential & Congressional Elections.
The congressional elections take place on the 25th day of each month. Only the top 5 parties can make nominations of candidates for congress. As of September 2012, citizens vote for lists of party representatives instead of for individual candidates.
