The first Congress of Albania was inaugurated on 26 November 2011 (eDay 1467), a day after the first Congress elections in Albania were held.
Today, the Congressional elections take place on the 25th day of each month and the Congress is inaugurated two days later, on the 27th of each month. Only the top 5 parties can make nominations for Congress candidates and citizens vote for lists of party representatives instead of individual candidates which are valid for a whole country, not a certain region.

Technical Congress
When Albania was introduced in the game on November 11, 2011 a Technical Congress was set up in coordination between the administrators of the game and the oldest Albanian players. This technical congress had the following members: Crista22, Napoleon 54, Kris Hasa and Arsène Lupin III. Their duty was to avoid PTOs and to grant citizenship only to the Albanian players which were already numerous.
