Rubber is one of the 5 resources that gives bonus to weapon and weapon raw material companies. If linked to the capital, it provides 30% bonus, and if it's not linked to the capital it provides 15% bonus. Even if a country owns more than one rubber resource the productivity increase will be limited to 30%.
