Cobalt is a raw material that gives bonus to the aircraft industry. If linked to the capital, it provides 25% bonus, and if it's not linked to the capital it provides 12,5% bonus.

Even if a country owns more than one cobalt resource region, the country productivity increase from cobalt is limited to 25%.
