A formal structure of the Belgian cabinet was specifically not included in the constitution when it was created. Although there have been several amendments proposed to include one, none have been successful to date, with few even making it to a vote. The reason for this is to allow the president to structure his or her cabinet as they wish so as to maximize the efficiency of the government. As of yet, no two consecutive presidents have used the same cabinet structure.
An example of the advantages of this flexibility is Thore Thoreson's cabinet in July-August 2010, where the new position of Chief of Staff was created so that Medrolke could be a member of the cabinet without having to manage a ministry, which he wasn't able to do as he was serving in the US military at the time.

Throughout its history and largely because of the wars fought with countries like France and United Kingdom, Belgium has signed Mutual Protection Pacts (MPPs) with many countries in an effort to defend its regions. Belgium had maintained a neutral stance through many of the world wars until it eventually elected to join the Circle of Trust, passing by a majority in the Belgian Congress on 13th October, 2012. [1]. In the beginning of November 2013, Belgium left the alliance CoT after it was disbanded, and it retook its previous neutral stance.
